In the course of the so-called twinning light programme, a project started with support from the European Union for improving capacity in international development cooperation (IDC), the staff members and experts of the Finnish Foreign Ministry handed down institutional experiences in the development and implementation of a bilateral IDC policy.
The purpose of the programme is to improve IDC government execution. In the framework of two events, the project extended the scope of beneficiaries, allowing the invitation of the representatives of non-profit and profit-oriented organizations alike. At these two lectures, an outline was given of the Finnish model and experiences of joining the concerned organizations to bilateral programmes.
